2842.78 米、宽6 米的堤岸主路，及两条分别为长 178.97 米、宽6米和长 182.89 米、宽6米的配套道路，配套完善土路肩、排水系统、路堤挡土墙和防撞护栏等设施

本项目招标控制价为

三、投标人资格要求

1、投标人须为具有独立法人资格的施工企业，具备市政公用工程施工总承包叁级以上（含叁级）资质并取得有效的《安全生产许可证》；

2、拟派建造师须具有二级市政公用工程专业执业资格且须在该企业注册，并取得安全生产考核合格证B类。

3、拟投入本工程的现场管理人员至少还应包括：技术负责人、施工员、质检员、材料员、安全员、资料员各1名，上述人员均应具有相应行业的资格或岗位证书。每人在本项目只能担任一个岗位，不得兼任。

4、广东省外企业、拟派人员的相关信息须录入“进粤企业和人员诚信信息登记平台”并通过数据规范检查；

2、招标文件一经在揭阳市公共资源交易中心网站发布，视作已发放给所有投标人，各投标人应及时下载电子版招标文件等资料及图纸并在投标截止时间前须密切留意电子交易平台上项目发出的补充文件、澄清、答疑以及与本项目相关的信息，否则由此引起的投标损失自负。

五、投标文件的递交

1、投标人应在递交投标文件截止时间前，用数字证书登录揭阳市公共资源电子交易平台，上传加密的电子投标文件。在递交投标文件截止时间前，投标人可以替换投标文件。投标文件须于递交投标文件截止时间前上传并保存到“揭阳市公共资源电子交易平台”。如果投标文件非因交易平台系统异常导致未能在投标截止时间前上传完毕的，该投标文件将视为无效投标文件。

1、投标人若对招标文件有疑问，在招标文件《投标须知前附表及投标须知》规定时间内以匿名方式在电子交易平台进行网上提问（进入建设工程招投标系统点击“投标提问”）。招标人（或招标代理）将对投标人的问题统一做出澄清和解答，并发布在电子交易平台。投标人应自行留意招标人（或招标代理）发布的招标文件澄清、修改或补充内容。否则，造成的一切后果由投标人自行承担。

2、投标人须自行登录从广东省公共资源交易平台网站首页点击“更多分类-服务指引”（https://ygp.gdzwfw.gov.cn/#/44/search/fwzy）搜索范围切换到“揭阳市”下载相关的操作手册、操作指引和运行环境安装包，以便使用建设工程系统制作电子投标文件。电子投标文件制作和上传疑问请咨询交易中心技术人员，技术支持电话：0663-8071661。

3、根据广东省政务服务数据管理局《关于进一步深化公共资源交易平台整合共享工作的通知》要求及有关工作安排，揭阳市公共资源交易中心门户网站将于 2023年3月31日切换至广东省公共资源交易平台（https://ygp.gdzwfw.gov.cn/ggzy-portal/#/44/index），切换后，揭阳市公共资源交易中心门户网站将关闭，停止对外服务。请各投标单位结合网站切换的工作安排，务必做好企业信息的完善和CA证书的激活，以免影响后续投标工作，具体操作详见《广东省公共资源交易平台（粤公平）用户登录操作指引》。
