  简要规格描述或项目基本概况介绍、用途： 本项目拟选取一家合适的服务单位对黎明焚烧厂开展第三方监管工作：监督运营管理（包含操作、维修、环保、劳动保护和职业健康、安全）等相关计划文件、保养与维修作业并监督执行；监管污染控制和环境、职业卫生的监测；检查、审核文本规范性以确保运营功能实施；审查运营方所提出的各类计划、总结并进行监督执行；比对、审核运营方各类运营以及职业安全和环保数据和信息包括环保公开信息数据等的合理性、合规性与正确性；监督炉渣与飞灰稳定化物以及危险废物以及垃圾和各类辅料等进出厂的情形；稽核职业健康和安全管理制度及监督执行等，以及运营单位的巡检、设备轮换和缺陷修复率等全工艺全过程和全设备以及人和物的监管，包括运营方委托辅助方如检修、委外的第三方检测的核查，并定期提供监管报告（日、月、年报）和各类建议和议题等。（具体详见第三章服务需求书）

  合同履约期限： 10个月，本次服务期限暂定2025年12月1日-2026年9月30日止，具体以合同签订日期为准。

  The Contract Period: 10 months. The service period is tentatively set from December 1, 2025 to September 30, 2026, subject to the signing date of the contract.

  二、申请人的资格要求

  2. Qualification Requirements for Bidder

  (a)满足《中华人民共和国政府采购法》第二十二条规定；

  (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

  (b)落实政府采购政策需满足的资格要求： （1）扶持中小企业政策：本项目不是专门面向中小企业采购，评审时小型和微型企业产品享受10%的价格折扣优惠；（2）扶持残疾人福利性单位，并将其视同小微型企业。

  (b)Qualification requirements to be met to implement government procurement policies: (1) Policy of supporting small and medium-sized enterprises: This project is not specifically for purchasing small and medium-sized enterprises, and the products of small and micro enterprises enjoy a 10% price discount at the time of evaluation; (2) Support welfare units for the disabled and treat them as small and micro enterprises.

  (c)本项目的特定资格要求： （3）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）； （4）本项目不允许转包。

  (c)Specific qualification requirements for this program: (3) It must be a legal person or an unincorporated organization established in China according to law (this project does not accept branches to participate in procurement activities in their own names); (4) Subcontracting is not allowed for this project.

  (i)符合《中华人民共和国政府采购法》第二十二条的规定；

  (i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

  (ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

  (ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn);
