二、申请人的资格要求2. Qualification Requirements for Bidder(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求： 本项目专门面向中小企业采购。
(b)Qualification requirements to be met to implement government procurement policies: This project is specifically aimed at the procurement of small and medium-sized enterprises.
(c)本项目的特定资格要求： 3.1根据《上海市政府采购供应商信息登记管理办法》已登记入库的供应商。 3.2本项目不接受联合体形式投标。 3.3未被列入《信用中国网站》（www.creditchina.gov.cn）失信被执行人名单、重大税收违法案件当事人名单和“中国政府采购网”（www.ccgp.gov.cn）政府采购严重违法失信行为记录名单。 3.4为该采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该项目的其他采购活动。 3.5单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动。 3.6符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。
(c)Specific qualification requirements for this program: 3.1 Suppliers that have been registered and included in the database in accordance with the "Shanghai Municipality Government Procure Supplier Information Registration Management Measures". 3.2 This project does not accept joint bidding. 3.3 Suppliers that are not listed on the "Credit Website" (www.creditchina.gov.cn) as persons who have not fulfilled their obligations, major tax violations, and the "China Government Procurement Network (www.ccgp.gov.cn) as suppliers who have serious violations of government procurement. 3.4 Suppliers who provide overall design, specification preparation, or management, supervision, and testing services for this procurement project shall not participate in other procurement activities of this project. 3.5 Different suppliers with the same person as the unit or with direct control and management relations shall not participate in the same government procurement activity under the same contract. 3.6 Suppliers that meet the requirements of Article 1 of t
