二、申请人的资格要求2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求： 促进中小企业、监狱企业、残疾人福利性单位发展。
(b)Qualification requirements to be met to implement government procurement policies: Promote the development of small and medium-sized enterprises, prison enterprises, and welfare institutions for the disabled.
(c)本项目的特定资格要求： （3）具有建筑工程总承包资质三级及其以上资质，且具备有效的安全生产许可证； （4）投标人拟派项目经理须具有建筑工程专业贰级（含以上级）注册建造师执业资格，具备有效的安全生产考核合格证书； （5）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。 （6）本项目专门面向中小企业采购； （7）本项目不接受组成联合体。
(c)Specific qualification requirements for this program: (3) Possess the qualification of general contracting of construction projects at level 3 or above, and have a valid safety production license; (4 The project manager to be assigned by the bidder must have a second-level (or above) registered constructor qualification in the field of construction engineering, and have a valid safety production certificate; (5) Suppliers that meet the provisions of Article 17 of the "Guiding Opinions on Connecting with International High-Standard Economic and Trade and Promoting the Reform of Government Procurement in Pilot Areas" (Shang Cai Ca [2024] No. 12) are not allowed participate in the procurement of this project. (6) This project is specifically open to small and medium-sized enterprises for procurement; (7) This project does not acceptortium bidding.
