简要规格描述或项目基本概况介绍、用途： 为进一步提高分局警械装备智能化管理水平，采购80组无人值守智能装备柜，本项目产品未做过进口论证，不接受整体进口产品，本项目不允许分包、转包。（具体内容详见“第二章 项目采购需求”） 按照《中小企业划型标准规定》（工信部联企业﹝2011﹞300号），采购标的对应的中小企业划分标准所属行业为 工业 。
Brief specification description or basic overview of the project: To further improve the intelligent management level of police equipment in the sub bureau, 80 sets of unmanned intelligent equipment cabinets have been purchased. The products of this project have not undergone import certification and do not accept overall imported products. Subcontracting or subcontracting is not allowed in this project. According to the "Regulations on the Classification Standards for Small and Medium sized Enterprises" (MIIT Joint Enterprise [2011] No. 300), the industry corresponding to the classification standard for small and medium-sized enterprises of the procurement subject is industrial.
合同履约期限： 合同签订后45个工作日内交货并协助完成安装、调试、验收。
The Contract Period: Delivery and assistance in installation, commissioning, and acceptance shall be provided within 45 working days after the contract is signed.

二、申请人的资格要求2. Qualification Requirements for Bidder(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求： 包括但不限于节能产品政府采购、环境标志产品政府采购、促进中小企业发展、支持监狱企业发展、促进残疾人就业。
(b)Qualification requirements to be met to implement government procurement policies: Including but not limited to government procurement of energy-saving products, government procurement of environmental labeling products, promoting the development of small and medium-sized enterprises, supporting the development of prison enterprises, and promoting employment for people with disabilities.
(c)本项目的特定资格要求： 1、符合《中华人民共和国政府采购法》第二十二条规定的供应商。 2、落实政府采购政策需满足的资格要求： 本项目专门面向小微企业。 3、其他资格要求： 3.1根据《上海市政府采购供应商信息登记管理办法》已登记入库的供应商。 3.2本项目不允许联合体投标。 3.3未被列入《信用中国网站》（www.creditchina.gov.cn）失信被执行人名单、重大税收违法失信主体和“中国政府采购网”（www.ccgp.gov.cn）政府采购严重违法失信行为记录名单。 3.4为该采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该项目的其他采购活动。 3.5单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动。 3.6符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。 3.7 本项目专门面向小微企业采购。

(i)符合《中华人民共和国政府采购法》第二十二条的规定；
(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";
(ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn);
