  Brief Specification Description: This project is located in Caolu Town, Pudong New Area, Shanghai. It involves the relocation of communication pipelines that affect the Xihangwei (Shengjia Bin - Town Boundary) River Project. The main focus is to move the communication pipelines along Mintang Road, which involve China Unicom and China Telecom, outside the construction area of the river and bridges, ensuring a one-time relocation.

  二、申请人的资格要求

  2. Qualification Requirements for Suppliers

  (a)满足《中华人民共和国政府采购法》第二十二条规定；

  (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

  (b)落实政府采购政策需满足的资格要求： 本项目专门面向中小企业，执行《政府采购促进中小企业发展管理办法》的通知财库〔2020〕46号、《关于进一步加大政府采购支持中小企业力度的通知》财库〔2022〕19号。本次采购若符合政府强制采购节能产品、鼓励环保产品、扶持福利企业、促进残疾人就业、支持中小微企业、支持监狱和戒毒企业等政策，将落实相关政策。

  (b)Qualification requirements to be met to implement government procurement policies: This project is specifically aimed at small and medium-sized enterprises, implementing the "Notice on the Measures for the Promotion of the Development of Small and-sized Enterprises in Government Procurement" (Cai Ku [2020] No. 46) and the "Notice on Further Strengthe the Support for Small and Medium-sized Enterprises in Government Procurement" (Cai Ku [2022] No. 19). If this meets the government's mandatory procurement policies for energy-saving products, encouraging environmental protection products, supporting welfare enterprises, promoting the employment of the disabled, supporting small and micro enterprises supporting prison and drug rehabilitation enterprises, etc., the relevant policies will be implemented.

  (c)本项目的特定资格要求： （1）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。 （2）本项目专门面向中小微型企业采购； （3）供应商在近三年内无行贿犯罪记录，未被政府采购监督管理部门禁止参加政府采购活动，同时未被列入 “信用中国”网站(www.creditchina.gov.cn)中失信被执行人、重大税收违法失信主体和“中国政府采购网”(www.ccgp.gov.cn)政府采购严重违法失信行为记录名单的供应商（以响应文件提交截止之日前三年内的信用记录为准）； （4）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，参加同一合同项下的采购项目投标的，相关投标均无效； （5）供应商具有通信工程施工总承包三级及以上资质； （6）供应商具有有效期内的安全生产许可证； （7）拟派项目经理须具有通信与广电工程专业二级以上（含）注册建造师执业资格，具备有效的安全生产考核合格证书；且未担任其他在建的建设工程项目的项目负责人； （8）本项目不允许联合体投标。

  (c)Specific qualification requirements for this program: (1) Suppliers that meet the requirements specified in Article 17 of the Guiding Opinions on Connecting with International High-Standard Economic and Trade Rules to Promote Government Procurement Reform in Pilot Areas (Shanghai Finance and Tendering [2024] No. 12) are not allowed to participate in the procurement activities for this project. (2) This project is specifically open to small, medium, and micro-sized enterprises for procurement. (3) Suppliers must have no record of bribery crimes within the past three years, not be prohibited from participating in government procurement activities by government procurement supervision and management departments, and not be listed as discredited persons who fail to perform their obligations on the Credit China website (www.creditchina.gov.cn) or as major tax lawbreakers who have committed dishonest acts or suppliers with serious illegal and dishonest behavior records in government procurement on the China Government Procurement Network (www.c
