简要规则描述： 本项目拟对白莲泾雨水泵站等15座泵站进行全面的安全鉴定，安全鉴定的内容包括现场安全检测、工程复核计算及安全类别评定等部分。通过对泵站的建筑物、金属结构、机械电气等设施的全面的安全鉴定，掌握泵站的运行状况，找出泵站设施在运行中存在的问题，为后续的维修、改造提供依据，同时也为安全管理提供保障。
Brief Specification Description: This project plans to conduct a comprehensive safety assessment of 15 pumping stations, including the Bailianjing rainwater pump station. The safety assessment will include on-site safety inspections, engineering review calculations, and safety category evaluations. By conducting a comprehensive safety assessment of the buildings, metal structures, mechanical and electrical facilities of the pump station, we can grasp the operating status of the pump station, identify the problems that exist in the operation of the pump station facilities, provide a basis for subsequent maintenance and renovation, and also provide guarantees for safety management.
合同履约期限： 合同签订之日起至2025年12月31日内完成所有安全鉴定相关工作
The Contract Period: Complete all safety appraisal related work from the date of contract signing to December 31, 2025

二、申请人的资格要求2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求： 本采购项目如符合政府采购有关鼓励环保节能产品、支持中小微企业、促进残疾人就业、支持监狱和戒毒企业、扶持不发达地区和少数民族地区等相关采购政策要求的，则执行相关政策。如投标产品的制造商（或服务提供商）为符合《政府采购促进中小企业发展管理办法》（财库〔2020〕46 号）第二条要求的中小微企业（本采购文件中所称的中小微企业的含义均与此相同），则投标人须在投标文件中提供格式符合财库〔2020〕46 号附 1 要求的《中小企业声明函（服务）》；如投标人为残疾人福利性单位，则须在投标文件中提供格式符合财库〔2017〕141 号文要求的《残疾人福利性单位声明函》，一旦中标将在中标公告中公告其声明函，接受社会监督；若提供声明函与事实不符的，将依照《中华人民共和国政府采购法》第七十七条第一款的规定追究法律责任。
(b)Qualification requirements to be met to implement government procurement policies: If this procurement project meets the requirements of government procurement policies related to encouraging environmentally friendly and energy-saving products, supporting small and medium-sized enterprises, promoting employment for people with disabilities, supporting prisons and drug rehabilitation enterprises, supporting underdeveloped areas and ethnic minority areas, relevant policies shall be implemented. If the manufacturer (or service provider) of the bidding product is a small and medium-sized enterprise that meets the requirements of Article 2 of the "Management Measures for Promoting the Development of Small and Medium sized Enterprises in Government Procurement" (Caiku [2020] No. 46) (the meaning of small and medium-sized enterprises referred to in this procurement document is the same as this), the bidder must provide a "Small and Medium sized Enterprise Declaration Letter (Service)" in the bidding document in a format that meets the requirements of Attachment 1 of Caiku [
(c)本项目的特定资格要求： （1）须系我国境内依法设立的法人或非法人组织； （2）须具有工程设计水利行业（城市防洪）专业乙级及以上和水利工程质量检测（岩土工程、混凝土工程、金属结构、机械电气和量测）乙级及以上资质。 （3）本项目非专门面向中小企业采购。 （4）本项目不允许转包。
(c)Specific qualification requirements for this program: (1) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law; (2) Must have a professional qualification of Class B or above in engineering design and water conservancy industry (urban flood control), as well as a qualification of Class B or above in water conservancy engineering quality inspection (geotechnical engineering, concrete engineering, metal structures, mechanical and electrical engineering, and measurement). (3) This project is not specifically aimed at procurement for small and medium-sized enterprises. (4) This project does not allow subcontracting.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn);
