简要规则描述： 目前临港新片区范围内河道附属农桥设施数量为148座，为掌握桥梁基础数据和目前的技术状况等级，查明存在安全隐患的桥梁，确保新片区农桥的运行安全，并根据《公路桥涵养护技术规范JTGH11》等文件要求，拟委托专业第三方机构进行安全检测，共148座。（具体采购内容详见竞争性磋商文件“第二章-采购需求”） 按照《中小企业划型标准规定》（工信部联企业﹝2011﹞300号），采购标的对应的中小企业划分标准所属行业为 其他未列明行业。

二、申请人的资格要求2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求： 本项目专门面向中小企业。执行《政府采购促进中小企业发展管理办法》的通知财库〔2020〕46号）、《财政部关于进一步加大政府采购支持中小企业力度的通知》财库[2022] 19号。
(b)Qualification requirements to be met to implement government procurement policies: This project is specifically targeted at small and medium-sized enterprises. It is implemented in accordance with the "Notice on Implementing the Administrative Measures for Promoting the Development of Small and Medium-sized Enterprises through Government Procurement" (Cai Ku [2020] No. 46) and the "Notice of the Ministry of Finance on Further Strengthening Government Procurement Support for Small and Medium-sized Enterprises" (Cai Ku [2022] No. 19).
(c)本项目的特定资格要求： 3.1根据《上海市政府采购供应商信息登记管理办法》已登记入库的供应商。 3.2本项目不允许不允许体形式投标。 3.3未被列入《信用中国网站》（www.creditchina.gov.cn）失信被执行人名单、重大税收违法案件当事人名单和“中国政府采购网”（www.ccgp.gov.cn）政府采购严重违法失信行为记录名单。 3.4为该采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该项目的其他采购活动。 3.5单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动。 3.6符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。 3.7 具有交通运输主管部门颁发的公路工程甲级质量检测资质或桥梁隧道工程专项检测资质。
(c)Specific qualification requirements for this program: /
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";
(ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn);
