简要规则描述： 为进一步织密南汇新城镇治安监控覆盖，提升平安新城建设力度，根据各社区监控需求在南汇新城镇辖区内共计1700余个点位提供监控租赁服务，要求达到 24 小时全覆盖监控，视频资源保存时间不少于 30 日。
Brief Specification Description: In order to further enhance the coverage of public security monitoring in Nanhui New Town and improve the construction of Ping'an New City, monitoring rental services will be provided at more than 1700 locations within the jurisdiction of Nanhui New Town according to the monitoring needs of various communities. It is required to achieve 24-hour full coverage monitoring, and the video resources should be saved for no less than 30 days.
合同履约期限： 自合同签订起一年

二、申请人的资格要求2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求： 1）扶持中小企业政策：本项目非专门面向中小企业采购，评审时小型和微型企业享受10%的价格折扣。（2）扶持残疾人福利性单位，并将其视同小微型企业；3）本项目不接受进口产品；
(b)Qualification requirements to be met to implement government procurement policies: 1) Support policies for small and medium-sized enterprises: This project is not specifically aimed at purchasing from small and medium-sized enterprises. During the evaluation, small and micro enterprises are entitled to a 10% price discount. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises; 3) This project does not accept imported products;
(c)本项目的特定资格要求： （1）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采 〔2024〕12 号）第 17 条规定的供应商，不得参加本项目的采购活动； （2）本项目不允许转包。承接主体不得将服务项目转包给其他主体。
(c)Specific qualification requirements for this program: (1) Suppliers who comply with Article 17 of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [2024] No. 12) are not allowed to participate in the procurement activities of this project; (2) This project does not allow subcontracting. The undertaking entity shall not subcontract the service project to other entities.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";
(ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn);
