简要规则描述： 1.协助对辖区危化生产、危化仓储经营、危化经营（带储存场所）、危险货物装箱点、危化重点使用企业、加油站及内部加油点等危化领域有关企业（场所）开展日常检查、专项检查及重点时段、重大活动期间安全检查，针对企业台账、现场进行诊断检查，对许可企业在取证周期内各项安全生产条件进行检查，出具监管报告，提出整改建议措施，对提交的整改报告进行审核，提供审核意见，协助开展复查等；2.协助对辖区危化领域企业开展帮扶指导，以“现场+远程”模式，指导企业（场所）梳理完善台账资料、管理制度，提升安全管理水平；3.按照星级评定管理办法，协助开展星级评审工作；4.根据《洋山特殊综合保税区危险化学品联合管理机制》，配合开展保税区涉及使用危险化学品企业的现场勘验及后续日常安全检查工作；5.完成应急处交办的其他工作任务。（具体详见第三章项目概况及服务需求）

二、申请人的资格要求2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求： （1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向小微企业采购，评审时小微企业均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at small and micro enterprises for procurement, and during the evaluation process, small and micro enterprises will not be eligible for price discounts. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises;
(c)本项目的特定资格要求： 3、须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）； 4、符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动； 5、本次采购不接受联合体响应，不允许合同转让与分包。
(c)Specific qualification requirements for this program: 3. It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law (this project does not accept branch companies participating in procurement activities in their own name); 4. Suppliers who comply with Article 17 of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [2024] No. 12) are not allowed to participate in the procurement activities of this project; 5. This procurement does not accept consortium responses and does not allow contract transfer or subcontracting.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
