  简要规则描述： 对日东路、东港路、村委会健身场、成日6组儿童活动场地及东港路滴翠路游园通过改造场地、增设器材座椅、新建景墙及绿化提升等措施实施提质增能。（具体数量及要求详见招标文件工程量清单及图纸）。

  Brief Specification Description: Ridong Road, Donggang Road, the fitness ground of the village committee, the children's activity site of Group 6 of Chengri Village, and the park at the intersection of Donggang Road and Dicuilu will be upgraded and enhanced in functions through measures such as site renovation, addition of equipment and seats, construction of new scenery walls, and greening improvement.

  二、申请人的资格要求

  2. Qualification Requirements for Suppliers

  (a)满足《中华人民共和国政府采购法》第二十二条规定；

  (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

  (b)落实政府采购政策需满足的资格要求： 1）强制采购节能产品政策：强制采购在国家公布的节能清单中以“★”标注的品目。 2）鼓励节能政策：在技术、服务等指标同等条件下，优先采购属于国家公布的节能清单中产品。 3）鼓励环保政策：在性能、技术、服务等指标同等条件下，优先采购国家公布的环保产品清单中的产品。 4）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。 5）本项目不接受进口产品。

  (b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures for reserved quotas, increase the share of small and medium-sized enterprises (SMEs) in government procurement, and support the development of SMEs: This project is specifically for procurement from SMEs. During the evaluation, no price discount preference shall be applied to products of SMEs.   (c)本项目的特定资格要求： （3）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加招标活动）； （4）具有建筑工程施工总承包资质三级及其以上资质； （5）安全生产许可证（有效期内）； （6）投标人拟派项目经理的建筑工程专业二级（含以上级）注册建造师执业资格，具备有效的安全生产考核合格证书； （7）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得参加本项目的采购活动。

  (c)Specific qualification requirements for this program: (3) Must be a legal person or unincorporated organization legally established within the territory of China (branches are not allowed to participate in the bidding activities in their own name for this project); (4) Possess Grade III or higher qualification for general contracting of construction engineering; (5) Hold a valid Safety Production License (within the period of validity); (6) The project manager to be appointed by the bidder must have the qualification of Level II (or higher) registered constructor in the construction engineering specialty and a valid certificate for passing the safety production assessment; (7) Different suppliers with the same legal representative or in a relationship of direct holding or management shall not participate in government procurement activities under the same contract; suppliers that provide overall design, specification compilation, or services such as project management, supervision, and testing for this project shall not participate in

  (i)符合《中华人民共和国政府采购法》第二十二条的规定；
