  Brief specification description or basic overview of the project: It is proposed to demolish the original partial settlement base of 3 basketball courts and 2 tennis courts outside Caolu Fitness Center, some concrete asphalt foundation, upgrade the 3,084 square meters of 5mm silicon PU plastic surface layer and 6 meters high fence. The specific requirements are detailed in the list of procurement requirements and quantities in the consultation document.

  二、申请人的资格要求

  2. Qualification Requirements for Bidder

  (a)满足《中华人民共和国政府采购法》第二十二条规定；

  (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

  (b)落实政府采购政策需满足的资格要求： 促进中小企业发展、促进残疾人就业等；

  (c)本项目的特定资格要求： 3.1本项目专门面向中小企业 3.2未被列入《信用中国网站》（www.creditchina.gov.cn）失信被执行人名单、重大税收违法失信主体名单和“中国政府采购网”（www.ccgp.gov.cn）政府采购严重违法失信行为记录名单[以查询的提交首次响应文件截止之日前3年内的信用记录为准]。 3.3具备建筑工程施工总承包三级及以上资质，并具备有效的安全生产许可证； 3.4具有安全生产许可证（有效期内）； 3.5拟派项目经理具有建筑工程专业贰级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目经理。
