  简要规格描述或项目基本概况介绍、用途： 河长办自2024年下半年陆续收到市民热线投诉，反映鹤鸣新村周边河道有大量污水流出，现场异味严重；南侧鹤鸣港是759市水质考核断面，该断面水质波动较大，在上海市河长办工作平台上触发红色预警。经现场排查，鹤鸣新村于2018年实施农村污水治理工程，内部污水主支管都已改造完成，但未进行污水管入户改造。为切实改善鹤鸣新村及周边河道生态环境，解决因污水直排导致的河道污染问题，拟对鹤鸣新村进行雨污混接改造工程，共涉及157户居民。主要实施内容包括：新建隔油池收集居民厨房油污、新建一体式PE成品化粪池收集居民厕所污水后接入已建的DN250农村污水管道，并对相应的开挖道路进行修复。

  Brief specification description or basic overview of the project: In order to effectively improve the ecological environment of Heming New Village and surrounding rivers, and solve the problem of river pollution caused by direct discharge of sewage, it is planned to carry out a rainwater and sewage mixed transformation project in Heming New Village, involving a total of 157 households. The main implementation contents include: building a new oil separation tank to collect oil pollution from residential kitchens, building an integrated PE finished septic tank to collect sewage from residential toilets and connect it to the existing DN250 rural sewage pipeline, and repairing the corresponding excavated roads.

  合同履约期限： 施工工期180日历天，计划开工日期2025年08月11日（暂定，具体开工日期以采购人通知为准）。

  The Contract Period: The construction period is 180 calendar days, with a planned start date of August 11, 2025 (tentative, specific start date subject to notification from the purchaser).

  二、申请人的资格要求

  2. Qualification Requirements for Bidder

  (a)满足《中华人民共和国政府采购法》第二十二条规定；

  (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

  (b)落实政府采购政策需满足的资格要求： （1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购， 评审时中小企业产品均不执行价格折扣优惠；（2）扶持残疾人福利性单位， 并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18 号和财政部财库〔2019〕19 号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；(4）购买国货政策：本项目不接受进口产品。

  (b)Qualification requirements to be met to implement government procurement policies: (1)Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and price discounts will not be implemented for their products during evaluation. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises；(3) Priority Procurement Policy for Energy saving and Environmental Protection Products: Under equal conditions in terms of technology, services, and other indicators, priority procurement will be given to products listed in the Energy saving and Environmental Protection Product Item List published by the Ministry of Finance in document Caiku [2019] No. 18 and Caiku [2019] No. 19; Mandatory procurement shall be implemented for products marked with "★" in the list of energy-saving product items. Suppliers must provide certification

  (c)本项目的特定资格要求： 3、具有市政公用工程施工总承包三级及其以上资质； 4、具有安全生产许可证（有效期内）； 5、拟派的项目经理须具有市政公用工程注册建造师二级及其以上资格及有效的安全考核证书，且未担任其他在建的建设工程项目的项目经理； 6、单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得参加本项目的采购活动 7、本项目专门面向于中小微企业； 8、本项目不接受转包； 9、本项目不接受联合体投标。

  (c)Specific qualification requirements for this program: 3. Having a third level or higher qualification for general contracting of municipal public works construction; 4. Having a valid safety production license; 5. The proposed project manager must have a second level or higher qualification as a registered construction engineer for municipal public works and a valid safety assessment certificate, and have not served as a project manager for other ongoing construction projects; 6. The same person in charge of the unit or different suppliers with direct controlling or management relationships shall not participate in government procurement activities under the same contract; Suppliers who provide overall design, specification preparation, project management, supervision, testing and other services for this project are not allowed to participate in the procurement activities of this project. 7. This project is specifically aimed at small and medium-sized enterprises; 8. This project does not accept subcontracting

  (i)符合《中华人民共和国政府采购法》第二十二条的规定；
