二、申请人的资格要求2. Qualification Requirements for Bidder(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求： 1)扶持中小企业政策：本项目不是专门面向中小企业采购，小型、微型企业价格扣除比例：10% 2)扶持监狱企业、残疾人福利性单位，并将其视同小微型企业； 3)优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。投标人须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；
(b)Qualification requirements to be met to implement government procurement policies: 1) Policies supporting small and medium-sized enterprises: This project is not specifically targeted at procurement for small and medium-sized enterprises. Bidders must provide certification issued by a nationally recognized certification body and within its validity period to enjoy the preferential or mandatory procurement policy
(c)本项目的特定资格要求： 1)具有独立资格的法人、其他组织； 2)本次投标需要网上投标响应，投标单位必须获得上海市电子签名认证证书（CA认证证书）； 3)具有良好的商业信誉和健全的财务会计制度、有依法缴纳税收和社会保障资金的良好记录、参加政府采购活动前三年内，在经营活动中没有重大违法记录；未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单； 4）具备通信工程施工总承包三级及其以上资质； 5）具备有效期内的安全生产许可证； 6）拟派项目负责人具有通信与广电工程专业一级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人。以上项目负责人以在上海市住房和城乡建设管理委员会网站上查询为准，在册且无在建项目记录（同一工程相邻分段发包或分期施工的除外，投标文件中需提交响应截止日前7个工作日内打印的注册建造师《投标项目负责人基本情况表》（通过上海市建设市场信息服务平台https：//ciac.zjw.sh.gov.cn/查询、截图）；
(c)Specific qualification requirements for this program: 3) Have good business reputation and sound financial accounting system, have good records of paying taxes and social security funds in accordance with the law, and have no major illegal records in business activities within the three years before participating in government procurement activities; not be included in the list of dishonesty and dishonesty subjects of major tax violations, serious violations of government procurement, and dishonesty in government procurement activities on "Credit China" (www.creditchina.gov.cn) and the China Government Procurement Network (www.ccgp.gov.cn); 4) Have a qualification of Grade III or above for general contracting of communication engineering construction; 5) Have a valid safety production license;
