简要规则描述： 为全面提高镇域范围道路两侧街面整洁，固定废物箱收运作业服务质量，美化市容环境，提高居住宜居环境，确保废物箱内垃圾日产日清。每天对辖区内的1165组废物箱进行收运和清洗。（具体数量及要求详见竞争性磋商文件采购需求。）
Brief Specification Description: To comprehensively improve the cleanliness of both sides of the streets within the town area, the quality of waste bin collection and transportation operations, beautify the environment, and enhance the living environment, ensure that the garbage in the waste bins is cleared on a daily basis. 1165 sets of waste bins in the jurisdiction are and cleaned every day. (For specific quantities and requirements, see the procurement requirements in the competitive negotiation documents.)
合同履约期限： 2026年1月1日至2026年12月31日

二、申请人的资格要求2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求： （1）落实预留份额措施，提高小微企业在政府采购中的份额，扶持小微企业政策：本项目（■是 □不是）专门面向小微企业采购，评审时小微企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the measure of reserving procurement quotas, increase the proportion of small and micro enterprises in government procurement, and support the policies for small and micro enterprises: This project is □ is not specially procured for small and micro enterprises. In the evaluation process, price discount preferences shall not be applied to products of small and micro enterprises. (2) Support welfare-oriented units for the disabled and treat them as small and micro enterprises.
(c)本项目的特定资格要求： 3、符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采 〔2024〕12 号）第 17 条规定的供应商，不得参加本项目的采购活动； 4、本项目不允许转包。承接主体不得将服务项目转包给其他主体。
(c)Specific qualification requirements for this program: 3. Suppliers that meet the requirements specified in Article 17 of the Guiding Opinions on the Connection of International High Standards of Economic and Rules to Promote the Reform of Government Procurement in Pilot Zones (Shi Cai Cai [2024] No. 12) are not to participate in the procurement activities of this project; 4. This project does not allow subcontracting. The undertaking entity shall not subcontract the service project to other entities
