Brief specification description or basic overview of the project: Provide home-based services such as cleaning, meal delivery, walking assistance, errand running, medical assistance, entertainment, bathing, emotional comfort, and rehabilitation for the elderly. The service targets mainly elderly people over 60 years old who meet the conditions.
合同履约期限： 本项目为一招三年，首年服务期：2026年1月1日起至2026年12月31日。
The Contract Period: The project is a three-year contract, with the first year of service from January 1, 2026, to December 31,2026.
本项目（ 否 ）接受联合体投标。

二、申请人的资格要求2. Qualification Requirements for Bidder(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求： 1）强制采购节能产品政策：强制采购在国家公布的节能清单中以“★”标注的品目。2）鼓励节能政策：在技术、服务等指标同等条件下，优先采购属于国家公布的节能清单中产品。3）鼓励环保政策：在性能、技术、服务等指标同等条件下，优先采购国家公布的环保产品清单中的产品。4）本项目不接受进口产品。
(b)Qualification requirements to be met to implement government procurement policies: 1) Mandatory procurement policy for energy-saving products: Mandatory procurement of items marked with "★" on the national published energy-saving list.2) Policy to encourage energy conservation: In the event of equal conditions in terms of technical and service indicators, priority should be given to the procurement of products included in the national published energy-saving list. 3) Policy to encourage environmental protection: In the event of equal conditions in terms of performance, technical and service indicators, priority should be given to the of products included in the national published environmental protection product list. 4) This project does not accept imported products.
(c)本项目的特定资格要求： 3、符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。 4、本项目面向大、中、小、微型企业，事业法人、其他组织或自然人采购。 5、本项目不接受联合体形式投标
(c)Specific qualification requirements for this program: 3. Suppliers that meet the requirements specified in Article 17 of the "Guiding Opinions on Docking with International High-Standard Economic Trade Rules and Promoting the Reform of Government Procurement in Pilot Areas" (Shang Cai Cai [2024] No. 12) not allowed to participate in the procurement activities of this project. 4. This project is open to large, medium, small, and micro enterprises, institutions, other organizations, or for procurement. 5. This project does not accept bids from consortia.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
