  二、申请人的资格要求

  2. Qualification Requirements for Bidder

  (a)满足《中华人民共和国政府采购法》第二十二条规定；

  (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

  (b)落实政府采购政策需满足的资格要求： （1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向小微企业采购，评审时小微企业均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；

  (b)Qualification requirements to be met to implement government procurement policies: （1）Implementing quota measures to increase the share of small and medium-sized enterprises (SMEs) in government procurement; supporting SMEs policy: This project is specifically for small and micro enterprises to procure, no price discount preference will be given to SME products during evaluation. （2）Supporting prison enterprises and welfare units for people with disabilities, treating them as equivalent to small and micro-enterprises;

  (c)本项目的特定资格要求： 3.1 本项目面向小微企业（含小型、微型企业）采购 3.2 具有有效期内的《危险化学品经营许可证》； 3.3 未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单； 3.4 本项目不接受联合体形式投标。 3.5 供应商单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一标段投标或者未划分标段的同一招标项目投标。为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动。

  (c)Specific qualification requirements for this program: 3.1 This project is open to small and micro enterprises (including small and micro enterprises). 3.2 Have a valid "Hazardous Chemicals Business License"; 3.3 Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonest acts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn)； 3.4 This project does not accept Joint Bids； 3.5 If the unit leader is the same person or if there is a direct controlling or management relationship between different suppliers, they shall not participate in government procurement activities under the same contract; Suppliers who provide overall design, specification preparation, project management, supervision, testing and other services for procurement projects shall not participate in other procurement activities of the procurement project.

  (i)符合《中华人民共和国政府采购法》第二十二条的规定；
