简要规则描述： 在祝桥镇派出所建设一套PDT基站，实现祝桥镇西南区域的PDT无线信号覆盖；在东海镇商飞园区选址，建设一套PDT基站，实现东海镇商飞园区范围内的PDT无线信号覆盖（具体要求详见磋商文件第三章）。
Brief Specification Description: A PDT base station will be constructed at the Zhuqiao Town Police Station to achieve PDT wireless signal coverage in the southwestern region of Zhuqiao Town. Another PDT base station will be built at a selected location within the COMAC (Commercial Aircraft Corporation of China, Ltd.) Industrial Park in Donghai Town to realize PDT wireless signal coverage within the park area (for specific requirements, please refer to Chapter 3 of the negotiation document).
合同履约期限： 签订合同后6个月完成施工建设，项目验收通过后提供36个月免费保修。
The Contract Period: The construction and installation shall be completed within 6 months after the signing of the contract, and a 36-month free warranty period shall be provided after the project passes the acceptance inspection.
本项目（ 否 ）接受联合体投标。

二、申请人的资格要求2. Qualification Requirements for Suppliers(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求： 本采购项目执行政府采购有关鼓励支持节能产品、环境认证产品以及支持中小企业、残疾人福利性单位等的政策功能。
(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements the policy functions of government procurement related to encouraging and supporting energy-saving products, environmental certification products, as well as supporting small and medium-sized enterprises and welfare units for the disabled.
(c)本项目的特定资格要求： 3、本项目仅面向中小企业（含中型、小型、微型企业）采购； 4、为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的潜在投标人，不得参加本项目的采购活动； 5、单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动； 6、投标单位须具有电子与智能化工程专业承包二级及以上资质； 7、本项目不接受联合体投标。
(c)Specific qualification requirements for this program: (iii)This project is only for procurement from small and medium-sized enterprises (including medium-sized, small, and micro enterprises). (iv)Potential bidders who provide overall design, specification development, or services suchas project management, supervision, and testing for the procurement project are not eligible to participate in the procurement activities of this project. (v)Suppliers whose unit leaders are the same person or who have direct holding or management relationships shall not participate in government procurement activities under the same contract. (vi)Bidders shall possess a professional contracting qualification of Grade II or above for Electronic and Intelligent Engineering. (vii)This project does not accept bids from consortia.
