本招标项目 土默特右旗 2025年农村公路建设工程设计服务项目 已由 招投标监督管理相关部门备案。 招标人为 土默特右旗交通运输发展中心， 招标项目已经由 土默特右旗人民政府 批 复、核准、备案 ，批文名称、文号 土默特右旗人民政府关于同意开展 2025年农村公路建设养护项目前期工作的批复土右政复〔2024〕146号批准建设 ，建设资金来 源为 争取 上级专项资金和地方配套资金 ，招标人为 土默特右旗交通运输发展中心。 招标项目已具备招标条件，现通过 资格后审 的方式选择合格的投标申请人参加投标。

三、投标人资格要求
1.本次招标要求投标人具备公路行业（公路）专业设计丙级及以上资质或公路行业设计丙级及以上资质或工程设计综合甲级资质；并同时具有工程勘察专业类（工程测量）丙级及以上资质；并在人员等方面具有相应的设计能力。
2.本次招标 不接受 联合体投标。
3.与招标人存在利害关系可能影响招标公正性的单位，不得参加投标。单位负责人为同一人或存在控股、管理关系的不同单位，不得参加同一标段投标，否则，相关投标均无效。
4.在“信用中国”网站（http：//www.creditchina.gov.cn/）中被列入失信被执行人名单的投标人，不得参加投标；
5.在“国家企业信用信息公示系统”（http://gsxt.saic.gov.cn/）中被列入严重违法失信企业名单的投标人，不得参加投标。
