2025 年克什克腾旗穿沙公路项目（以下简称 “ 本项目 ” ） 施工图勘察设计已经 批准。招标人为克什克腾旗公路管护和运输保障中心，建设资金来源为 上级 补助及地方自筹，招标代理为华杰工程咨询有限公司。项目已具备招标条件，现对本项目 第一批 （ CSSG-4 、 CSSG-5 标段） 施工进行公开招标。
2.1 项目概况
（ 1 1 ）克什克腾旗穿沙公路项目 （ 西大地 — 岔道子 ）
该项目起点位于伊和诺日村口，起点桩号为 K0+000 ，终点位于岔道子村，终点桩号为 K15+300, 路线全长为 15.300Km ，路线总体走向为由西向东。该项目采用四级公路标准进行设计，设计速度为 20km/h ，路基宽度 5.5m ，路面宽度 3.5m ，采用水泥混凝土路面。
（ 12 ）克什克腾旗穿沙公路项目 （ 好鲁库嘎查村部 — 苇塘地 ）
该项目起点与水泥路 T 型交叉，起点桩号为 K0+000 ，终点位于苇塘地村，终点桩号为 K23+945 ，路线全长为 23.945Km ，路线总体走向为由西向东。该项目采用四级公路（ II 类）标准进行设计，设计速度为 15km/h ，路基宽度 5.5m ，路面宽度 3.5m ，采用水泥混凝土路面。

投标人存在下列不良状况或不良信用记录的单位，不得参加投标： （ 1 ）凡被交通运输部或内蒙古自治区交通运输厅取消或暂停在内蒙古自治区投标资格且在处罚期内的单位； （ 2 ）被责令停业，暂扣或吊销执照，或吊销资质证书； （ 3 ）进入清算程序，或被宣告破产，或其他丧失履约能力的情形； （ 4 ）在国家企业信用信息公示系统（ http://www.gsxt.gov.cn/ ）中被 列入严重违法失信名单（黑名单）信息 ；在 “ 中国执行信息公开网 ” （ http://zxgk.court.gov.cn/shixin/ ） 中被列入失信被执行人名单； （ 5 ）投标人或其法定代表人、拟委任的项目经理、项目总工在近三年内有行贿犯罪行为的 ； （ 6 ）法律法规规定的其他情形。 |
3.2 本次招标 不接受 联合体形式投标。
3.3 与招标人存在利害关系可能影响招标公正性的单位，不得参加投标。单位负责人为同一人或存在控股、管理关系的不同单位，不得参加同一标段投标，否则，相关投标均无效。
3. 4 本次招标采用资格后审，投标人自行判断是否符合招标公告要求并决定是否参加投标。
3.5 每个投标人可以同时获取多个标段招标文件，但仅可对一个标段递交投标文件，否则，相关投标均无效。

4.2 投标人应在投标登记截止时间前登录内蒙古自治区公共资源交易中心工程项目交易系统（新系统）办理网上投标登记手续，并按照交易平台关于全流程电子化项目的相关指南进行。
4.3 其他说明
（ 1 ）投标人获取招标文件时，招标人在内蒙古公共资源交易中心工程项目交易系统中不对公告中资质、条件和能力等要求进行审核，投标人应自行确认是否满足要求，否则出现任何后果由投标人承担。
（ 2 ）投标人资格审查结论以评标委员会的审查结果为准。
5.1 招标人不组织进行工程现场踏勘，也不召开投标预备会。
5.2 投标文件递交的截止时间（投标截止时间，下同）为 202 5 年 5 月 30 日上午 9 时 00 分。
5.3 投标人应在截止时间前通过内蒙古自治区公共资源交易中心工程项目交易系统（新系统）递交电子投标文件（递交方式 : 详见操作手册）。
5.4 开标时间：同投标截止时间。
