3. 投标人资格要求
3.1 本次招标 不接受 联合体投标。联合体投标的，应满足下列要求： / 。

（1 ）在“信用中国”网站（ www.creditchina.gov.cn ）中未被列入失信被执行人名单、严重违法失信企业名单。
（2 ）投标人须具有 [ 市政公用工程施工总承包二级 ]( 含 ) 以上资质并具有有效的安全生产许可证，拟派项目经理须具有本企业注册的 [ 市政公用工程二级 ]( 含 ) 以上注册建造师证书和有效的安全生产考核合格证书，且未担任其他在施建设工程项目的项目经理。
