本招标项目 正蓝旗中央财政 “三北”工程巩固防沙治沙成果项目（2024年-2026年） 已由 锡林草批（ 2025 ） 32 号 文 件批准，项目建设单位为 正蓝旗 水旱灾害防御中心 ，建设资金来自 中央 财政 资金 。项目已具备招标条件， 晟合项目管理有限公司 受 正蓝旗 水旱灾害防御中心 委托，现对该项目进行公开招标。
2 、 项目概况与招标范围
2.1 . 工程名称： 正蓝旗中央财政 “三北”工程巩固防沙治沙成果项目（2024年-2026年）
2.2 . 工程地点： 正蓝旗五一种畜场、黑城子示范区、赛音呼都嘎苏木、扎格斯台苏木、宝绍岱苏木、那日图苏木、桑根达来镇
2.3 . 建设规模： 对正蓝旗 2021年已完成竣工并落地上图的沙化土地人工造林5.52万亩（乔木林 0.27万亩，灌木林 5.25万亩），实施后期的巩固提升。

2.8 . 工程质量要求：符合国家相关行业验收 规范 标准
3 、 投标人资格要求
3.1、 一至四标段 ： 投标人拟派项目负责人须为本企业具有林业或林草相关专业中级以上（含中级）职称的工程师，且未担任其他在施项目的项目负责人；
3. 2 、 投标人为独立法人资格，且须在人员、设备、资金等方面具有相应的项目实施能力 。
3 .3 、 本项目不接受具有投资参股关系的关联企业 ,或具有直接管理和被管理关系的母子公司,或同一母公司的子公司,或法定代表人为同一个人的两个及两个以上法人同时对本项目投标 。
3. 4 、 投标人未处于被责令停业、投标资格被取消或者财产被接管、冻结和破产状态；企业没有因骗取中标或者严重违约以及发生重大工程质量、安全生产事故等问题，被有关部门暂停投标资格并在暂停期内的 。
3. 5 、 为本项目的前期准备或者监理工作提供设计、咨询服务的任何法人及其任何附属机构（单位），都无资格参加该招标项目的投标 。
3. 6 、 在 “信用中国”网站（www.creditchina.gov.cn）中被列入失信被执行人、重大税收违法案件当事人名单；“国家企业信用信息公示系统”（www.gsxt.gov.cn）中被列入严重违法失信企业名单 的 不得参加投标。
3. 7 、本项目 不 接受联合体投标。
4. 1、报名时间： 202 5 年 4 月 22 日至投标截止时间 ,（包括法定公休日、法定节假日）。
4.2、本项目实行网上下载招标文件。凡有意参加的投标人，可登录“内蒙古自治区工程项目项目交易系统（https://219.148.175.179:9443/tpbidder）”领取格式为“nmgzf"的招标文件。领取后使用“投标文件制作工具（内蒙古）”打开查看。具体操作流程详见《内蒙古自治区建设工程统一招投标系统操作手册（交易乙方）操作手册》。
4.3、本次招标采用全流程电子化招投标（开标方式采用不见面开标），投标人须先办理CA数字证书；如投标人已有内蒙古自治区内其它盟市的CA数字证书则无须重新办理。办理CA数字证书电话：0479-8108426，网站技术支持电话：4009980000。
4.5、投标人应在投标截止时间前，应登录不见面开标大厅（https://219.148.175.179:9443/BidOpening），在线参加开标会议。开标过程中如有问题请咨询：0512-58188511、0471-5332612。中“投标人解密”流程开始后的30分钟内使用制作该电子投标文件的数字证书对电子投标文件进行远程解密。逾期未解密或因投标人原因造成电子投标文件解密不成功的，视为投标人撤销投标文件。因招标人原因或电子交易平台发生故障，导致无法按时完成投标文件解密的，可根据实际情况延长解密时间。
4.6、投标人在使用工程建设项目招投标电子交易系统及不见面开标大厅系统前，须确保使用的电脑及网络环境正常，须认真阅读办事指南、系统操作手册、各类注意事项以及其他相关使用规定。投标人在使用CA数字证书登录及进行相关操作前，须安装“CA及电子签章互通驱动”，可到https://219.148.175.179:9443/tpbidder下载驱动及操作手册。
