1. 招标条件
大兴安岭林区防火道路建设项目（内蒙古森工北部片区）（以下简称 “ 本项目 ” ）已由内发改农字〔 202 5 〕 246 号批准建设。本项目采用代建管理模式，建设单位为内蒙古大兴安岭林管局森林防火指挥中心，代建单位及招标人为内蒙古通辽市环宇公路监理咨询有限责任公司，建设资金来自中央资金及企业自筹。招标代理为华杰工程咨询有限公司，项目已具备招标条件，现对该项目的施工 监理 进行公开招标。
2. 项目概况及招标范围
2.1 项目概况
本项目新建防火道路 88 条，路线长度 835.495km 。新建小桥 29 座，新建涵洞 638 道。全部为国有林区。
（ 1 ）绰尔森工公司施业区：新建 11 条，路线长度 68.432km ，新建小桥 5 座，新建涵洞 52 道。
（ 2 ）库都尔森工公司施业区：新建 5 条，路线长度 79.175km ，新建小桥 5 座，新建涵洞 62 道。
（ 3 ）吉文森工公司施业区：新建 5 条，路线长度 77.599km ，新建小桥 7 座，新建涵洞 48 道。
（ 4 ）甘河森工公司施业区：新建 12 条，路线长度 92.405km ，新建小桥 2 座，新建涵洞 102 道。
（ 5 ）金河森工公司施业区：新建 15 条，路线长度 126.650km ，新建小桥 4 座，新建涵洞 71 道。
（ 6 ）阿龙山森工公司施业区：新建 16 条，路线长度 95.177km ，新建小桥 1 座，新建涵洞 53 道。
（ 7 ）莫尔道嘎森工公司施业区：新建 7 条，路线长度 89.037km ，新建小桥 4 座，新建涵洞 104 道。
（ 8 ）得耳布尔森工公司施业区：新建 9 条，路线长度 69.28km ，新建涵洞 52 道。
（ 9 ）北部原始林区管护局：新建防火应急道 8 条，路线长度 137.740km ，新建小桥 1 座，新建涵洞 94 道。
本项目道路等级为林 - 四级，设计速度为 15km/h ，路基宽度为 4.5 米，全铺路面与路基等宽，路面宽度 4.5 米；路面采用砂石路面。桥梁宽度 5.5 米。按《林区公路设计规范》中规定，最小纵坡按 0.3% 控制，最大纵坡采用 8% 控制。
2.2 招标范围 及标段划分
本次施工监理招标共划分为 1 个标段，标段划分、招标范围及服务期限如下：

2. 3 监理服务期限：施工期监理服务期 11 个月，实际开工时间以开工令为准。 路基、路面、防护缺陷责任期 1 年，桥梁缺陷责任期 2 年。
3. 投标人资格要求
3.1 本次招标要求投标人必须同时具备以下资格
3.1.1 资质要求：
（ 1 ）投标人必须具有国内独立法人资格及有效的企业法人营业执照；
（ 2 ）投标人应具备交通运输主管部门颁发的公路工程乙级及以上监理资质证书。
3.1.2 主要人员要求：
总监理工程师 1 名：
① 具有公路工程相关专业中级及以上技术职称；
② 持有交通运输部颁发的监理工程师资格证书或人力资源和社会保障部颁发的监理工程师证书（交通运输工程专业）；
③ 目前未在其他项目上任职，或由投标人出具的虽在其他项目上任职但本项目中标后能够从该项目撤离的承诺。
3.1.3 业绩要求：
2020 年 1 月 1 日至投标截止日，以交工时间为准，至 少 承担 过 1 项四级及以上公路或林区防火道路（新建或改建或扩建）施工监理工作。
3.1.4 信誉要求：
投标人存在下列不良状况或不良信用记录的单位，不得参加投标：
（ 1 ）被责令停业，暂扣或吊销执照，或吊销资质证书；
（ 2 ）进入清算程序，或被宣告破产，或其他丧失履约能力的情形；
（ 3 ）在国家企业信用信息公示系统（ http://www.gsxt.gov.cn/ ）中被列入严重违法失信名单（黑名单）信息；在 “ 中国执行信息公开网 ” （ http://zxgk.court.gov.cn/shixin/ ）中被列入失信被执行人名单；
（ 4 ）投标人或其法定代表人、拟委任的总监理工程师在近三年内有行贿犯罪行为的；
（ 5 ）法律法规规定的其他情形。
3.2 本次 施工监理 招标 不接受 联合体投标 。
3.3 与招标人存在利害关系可能影响招标公正性的单位，不得参加投标。单位负责人为同一人或存在控股、管理关系的不同单位，不得参加同一标段投标，否则，相关投标均无效。
3.4 本次招标采用资格后审，投标人自行判断是否符合招标公告要求并决定是否参加投标。
4. 招标文件的获取
4.1 凡有意参加投标者，请于 2025 年 10 月 9 日至 2025 年 10 月 17 日 23:59:59 （北京时间，下同）登录内蒙古自治区公共资源交易中心工程项目交易系统（新系统）（网址： https://219.148.175.179:9443/epoint-sso/default/login ）办理网上投标登记手续并下载电子招标文件。（本次招标采用全流程电子化招投标 ( 不见面开标 ) ，相关事宜详见操作手册，技术支持电话 : 0512-58188511 ）。
4.2 投标人应在投标登记截止时间前登录内蒙古自治区公共资源交易中心工程项目交易系统（新系统）办理网上投标登记手续，并按照交易平台关于全流程电子化项目的相关指南进行。
4.3 其他说明
（ 1 ）投标人获取招标文件时，招标人在内蒙古公共资源交易中心工程项目交易系统中不对公告中资质、条件和能力等要求进行审核，投标人应自行确认是否满足要求，否则出现任何后果由投标人承担。
（ 2 ）投标人资格审查结论以评标委员会的审查结果为准。
（ 3 ） “ 投标人须在内蒙古自治区工程建设电子招投标交易平台主体库内录入基本信息并办理 CA 数字证书后，方可参与电子招投标活动。相关操作可进入内蒙古自治区公共资源交易网 (https://ggzyjy.nmg.gov.cn/)> 一网交易 > 交易流程 >CA 办理栏进行自主选择办理，主体信息库的登录和修改可通过 “ 全区主体信息库 ” 入口下载查看《内蒙古自治区公共资源交易主体信息库系统操作手册》
5. 投标文件的递交及相关事宜
5.1 招标人不组织进行工程现场踏勘，也不召开投标预备会。
5.2 投标文件递交的截止时间（投标截止时间，下同）为 2025 年 10 月 31 日上午 10 时 00 分。
5.3 投标人应在截止时间前通过内蒙古自治区公共资源交易中心工程项目交易系统（新系统）递交电子投标文件（递交方式 : 详见操作手册）。
5.4 开标时间：同投标截止时间。
5.5 开标地点：不见面开标大厅系统，地址： https://219.148.175.179:9443/BidOpening 。
5.6 逾期上传的加密版投标文件，招标人将予以拒收。
5. 7 本项目评标办法为 双信封形式综合评估法 。
