项目实施要求
|
跟踪审计服务服务范围及工作内容包括：
1.施工阶段：①建设项目工程造价相关合同履行过程的管理；②提出工程施工方案的优化建议，各方案工程造价的编制与比选；③工程计量支付的确定，审核工程款支付申请，提出资金使用计划建议；④施工过程的设计变更、工程签证和工程索赔的处理。
2.竣工阶段：工程的竣工结算审核，出具竣工结算审计报告。

服务要求
|
1.咨询人应成立项目管理机构：跟踪审计项目部，未经委托人同意，成交供应商不得更换项目组负责人和主要审计人员；因不可抗力原因确实需要更换项目负责人时，必须征得委托人同意并不得降低造价咨询资格标准。
2.施工阶段全过程造价控制项目服务期内，项目负责人具备一级注册造价师资格且具有高级工程师职称，配备常驻一级注册造价师1人，项目组人员需具备二级注册造价师（最低不少于3人），指定现场负责人（姓名、电话）和主要审计人员，根据工程实际施工进度和审计需要，及时到现场提供造价控制服务和审计取证。
3.在工程施工期间，相关专业的审计人员必须参加图纸会审、技术交底、工程例会及技术经济协调会等工程会议；对施工过程中发生的现场签证、隐蔽工程验收及委托人的其他临时通知（一般提前一天通知），相关专业的审计人员必须及时赶到现场进行处理，参加会签；即使无上述事件发生，也必须保证现场审计人员每月出勤不得少于二十个工作日。
4.对变更金额在30万元及以上联系单，中标人应在收到资料起5天内提出书面造价咨询意见；对变更金额在30万元以下的联系单和进度款支付，中标人应在收到资料起3天内提出书面造价咨询意见；对于复杂情况的造价咨询，中标人可申请适当延长造价咨询时间，具体由委托人和咨询人协商确定。
5.审计人员应做好工作日志，反映审计全貌。审计人员应当对审计工作中的重要事项以及审计人员的专业判断进行记录，并获取充分、相关、可靠的审计证据，编制审计工作底稿；审计组组长应对审计工作底稿进行复核，并签署复核意见。审计组如遇重要事项，应及时向委托人提交书面报告。
6.根据工程进度款支付时间节点，对工程进度款进行审核并出具工程进度款审计报告。
7.咨询人未能按合同约定时间提交审核文件或审计报告且无正当理由的，视为违约。违约一次，罚款2000元。
8.其他要求：
8.1若政府抽审咨询人承担的审计项目，咨询人应积极配合政府审计，如政府在项目中发现是咨询人造成的问题，咨询人承担相应法律责任。
8.2咨询人承诺下列事项在如下规定时间内完成：
①收到中标通知书3日内组织人员进场，并开始工程跟踪审计工作。
②根据工程款支付节点，审核进度工程款；
③工程结算审核90天。
9.因咨询人失职等原因给委托人造成实际发生经济损失，在责任范围内由咨询人向委托人予以赔偿。
