本项目围绕高州市石鼓镇当地的特色资源，按
“一墟一园一区”的镇区空间结构规划，打造以渔网渔具为核心资源的规划地区产业园区，大力发展渔网渔具研发产业、渔网渔具贸易、渔网主体文化片区等，通过产业深度融合发展，推动高州市石鼓镇实现乡村振兴。建设内容主要包括新建园区内渔网渔具研发中心 1 栋，建筑面积 17000 平方米，新建渔网渔具孵化创业基地 1 栋，建筑面积 2500 平方米；改造渔网渔具集散地标准化厂房 52 栋，园区核心道路改造约 2800 米，雨污分流整治约 38500 米，旧园区环境及基础配套设施建设工程等。
