2.1建设地点、规模：省道 S239 线揭西良田至县城段路面改造工程，起点位于揭西县良田乡龙岭村，桩号 K249+537，沿旧路经下村、金坑村、新四村、乡新村、乡肚村、六一村后，止于横柯口与国道 G235 线平交处，终点桩号为 K269+669，路线全长约 20.132 公里， 在原路基、路面基础上进行改造，设计速度 40km/h，路基宽度8.5m、12m(维持原路基宽度)， 采用二级公路技术标准。

投标人应进入交通运输部 “全国公路建设市场信用信息管理系统（http://glxy.mot.gov.cn）”中的公路工程设计资质企业名录，且投标人名称和资质与该名录中的相应企业名称和资质完全一致。

5.2 招标文件一经在揭阳市公共资源交易中心网站发布，视作已发放给所有投标人，各投标人应及时下载电子版招标文件等资料及图纸并在投标截止时间前须密切留意电子交易平台上项目发出的补充文件、澄清、答疑以及与本项目相关的信息，否则由此引起的投标损失自负。

6.2为做好疫情防控工作，最大限度降低疫情传播风险，各投标人进场前应配合落实好揭阳市疫情防控政策要求，具体疫情防控政策要求以交易中心通知为准。本项目采用纸质与电子交易模式，投标人须同时递交电子投标文件和纸质投标文件。

6.3电子投标文件的递交：投标人应在递交投标文件截止时间前，用数字证书登录揭阳市公共资源电子交易平台，上传加密的电子投标文件。在递交投标文件截止时间前，投标人可以替换投标文件。投标文件须于递交投标文件截止时间前上传并保存到“揭阳市公共资源电子交易平台”。如果投标文件非因交易平台系统异常导致未能在投标截止时间前上传完毕的，该投标文件将视为无效投标文件。

6.4纸质文件递交：投标人应在递交投标文件截止时间前，将纸质投标文件递交至揭阳市公共资源交易中心揭西分中心开标厅（地址：揭阳市揭西县环城东路揭西县政务服务中心B栋二楼），电子投标文件上传至揭阳公共资源交易中心电子交易平台。

6.5本项目为电子开评标和纸质版开评标同时进行，若电子投标文件因交易平台系统异常导致无法进行评标，则以纸质投标文件为准。

6.6投标文件递交的截止时间 (投标截止时间，下同) 为 2023 年 1 月 6 日 9时30分，逾期送达或未送达指定地点的投标文件，以及不按要求密封的投标文件，招标人不予受理。
